For nearly four decades, the Dagupan City Water District (DCWD) has done more than deliver water: it has fueled homes, empowered businesses, supported communities, and sustained the everyday lives of thousands of Dagupeños. This year, as it marked its 39th Anniversary yesterday (July 28), the agency celebrated not just another year in its history, but another chapter in its continuing journey of service, innovation, and excellence.
Anchored on the theme “Daloy ng Pangarap, Daloy ng Pag-asa,” the anniversary celebration brought together the DCWD workforce and some PAMANA employees, whose collective dedication continues to keep the lifeblood of the City flowing.
The occasion was graced by distinguished guests, including Hon. Vice Mayor Dean Bryan “BK” Kua, Hon. Councilor Karlos Reyna, Hon. Councilor Jose Netu Tamayo, the DCWD Board of Directors headed by Chairperson Dr. Arlene G. Sanchez, DCWD General Manager Gretchen G. Buena, PAMANA Dagupan City Branch Manager Glenn Gomez, and the Commission on Audit Team 4, led by Audit Team Leader Airiz Ocampo. Their presence underscored the strong partnership among local government, oversight agencies, and the Joint Venture in advancing responsive and sustainable public service.
One of the highlights of the event was the blessing and inauguration of DCWD’s newly-installed solar power system and new generator set. More than ceremonial additions, these investments symbolize the water district’s readiness for tomorrow, embracing renewable energy, enhancing operational resilience, and ensuring uninterrupted water service even during power interruptions and emergencies. The initiative also reinforces DCWD’s commitment to energy efficiency, environmental stewardship, and sustainable public service for generations to come.
Through the DCWD Enhanced Program on Awards and Incentives for Service Excellence (Enhanced PRAISE), exemplary employees were honored for their outstanding performance, unwavering integrity, innovation, teamwork, and commitment to public service. Their recognition served as a reminder that every successful project, every customer served, every pipeline laid, and every challenge overcome begins with dedicated individuals who choose excellence every single day.
As the program concluded, one message resonated throughout the hall: the anniversary is not merely a celebration of how far DCWD has come, but a commitment to how much farther it is determined to go. For 39 years, DCWD has remained true to its mandate of serving the people of Dagupan with dedication and integrity.
