Dagupan City, September 15, 2025 – The Dagupan City Water District (DCWD) held its regular flag-raising ceremony today, marked by a significant event: the awarding of the Certificate of Registration for the renewal of its Collective Negotiation Agreement (CNA) by the Civil Service Commission (CSC) Eastern Field Office.
The ceremony was graced by CSC Eastern Field Office Director Rex R. Ami, accompanied by Mr. Engel N. Figuracion, Senior Human Resource Specialist and attended by the COA Audit Team.
Director Ami presented the CNA certificate to the DCWD Employees Association for Progress (DEAP) President Ronnie Salayog, with DCWD General Manager Gretchen Buena and the entire workforce in attendance.
In his message, Director Ami highlighted the CNA as more than a formal agreement. It is not just a symbol of partnership between the DCWD Management and its employees, but a key mechanism to enhance public service by fostering a harmonious and collaborative relationship within the agency.
GM Buena echoed this sentiment, emphasizing the importance of core public service values. Honesty, integrity, and transparency remain at the heart of what public servants do.
