The Dagupan City Water District (DCWD) and Pamana Water Corporation (PAMANA) held their first Joint Venture (JV) Detailed Review to assess the performance and accomplishments of their partnership over the past four years.
The meeting, held on June 26, was attended by DCWD’s Board of Directors including Chairperson Arlene Ann DG. Sanchez, Vice-Chairperson Adelfo B. Valle, Director January E. Ragudo, and Director Voltaire Emeliano Siapno-Tada. DCWD General Manager Gretchen G. Buena led the management team, joined by key division heads and personnel namely: Mr. Renato N. Mundo – Construction & Maintenance Division Manager, Mr. Jason G. Estrada – Administrative & Human Resource Manager, Mr. Michael A. Fabe – OIC Cash Management Division Manager, Mr. Rafael B. E. Peralta, Jr. – Accountant, Ms. Ma. Steely Ann P. Raga – Senior Corporate Planning Specialist, and Ms. Denise D. Aquino – Senior Industrial Relations Management Officer A.
Also present to provide legal guidance and ensure compliance with government corporate requirements were Atty. Fortunato G. Operario, Jr. – Legal Counsel from the Office of the Government Corporate Counsel (OGCC) and Atty. Christianne Joyse V. Merrera – DCWD Legal Counsel.
Representing PAMANA were President Paula Jane Salon and Branch Manager Glenn I. Gomez, Atty. Anthony Nash O. De Leon – Legal Counsel, Ms. Marielle Apura – Accountant, Ms. Emelita Tan – Accountant, and Ms. Merly Llamado – Auditor.
The review covered the JV’s performance during its initial phase, highlighting accomplishments, operational challenges, and areas needing improvement. A key focus was on PAMANA’s role in enhancing water supply delivery in Dagupan City.
Both parties expressed commitment to strengthening the partnership and addressing performance gaps. While the discussion was productive, further meetings are expected to finalize recommendations and action plans.
